The Law Enforcement Partnership
consists of all municipalities in St. Croix County working together
to educate and enforce the alcohol laws in WI. The communities
involved understand the need to limit access to alcohol by underage
persons, so they have committed resources from their police departments
to partner with other community agencies for this purpose.
Law enforcement agencies partner
together numerous times a year to complete alcohol compliance
checks of all liquor establishments. A group of volunteers, under
the guidance and protection of plain-clothes officers, enter the
establishments, with the volunteer void of any form of identification,
and request an alcoholic beverage. The outcome of the attempt
is recorded by the volunteer and turned over to the assisting
officers. Both positive and negative outcomes are documented and
for those who fail the compliance checks, an offer of training
is extended to the establishment and on second and subsequent
offenses, a citation may be issued.
Also, at the request of a coalition
agency, partnering members will provide an officer for functions,
which relate to special assignments within the scope of the coalition.
For instance, if a community bordering a river with an underage
alcohol consumption problem on an island wanted to conduct "island
checks" then that agency could call on the other agencies in the
coalition to assist with manpower for the event. It allows the
"hometown" agency some flexibility and keeps the overtime costs
for the hosting agency to a minimum.
Most participating agencies
have applied for and been issued grants for the purpose of limiting
access to alcohol by underage persons, so the grant money is used
to benefit the entire coalition, not just individual agencies.
Overall, the St. Croix County
Underage Alcohol Coalition is comprised of proactive law enforcement
personnel working with a proactive community group to educate
and enforce laws with the safety and well being of youth as the
goal.
